Electronic staff register in Sweden – rules, fees and requirements

Which industries must keep a staff register in Sweden, what does a mistake cost and how do you make it easy? A practical guide.

A staff register (personalliggare) is a requirement from the Swedish Tax Agency in several industries. Its purpose is to prevent undeclared work by always showing who is working right now. For employers, it is about getting it right every day – not only when an inspection happens.

Which industries are covered?

  • Restaurants and cafés
  • Hairdressing and beauty
  • Construction
  • Laundries
  • Vehicle service and car washes
  • Food and tobacco wholesalers

Always check the Swedish Tax Agency's current rules for your business.

What must be recorded?

  • Name and personal identity number of everyone working, including owners and hired staff
  • When the shift starts
  • When the shift ends

Entries must be made when someone starts or finishes – not afterwards.

What does a mistake cost?

During an unannounced inspection the Tax Agency can charge an inspection fee. If the register is missing or incorrect the fee is SEK 12,500, plus SEK 2,500 for each person working who is not registered.

Common mistakes

  • Paper lists filled in at the end of the shift
  • Owners or extra staff are forgotten
  • Nobody can show the register when the inspector arrives

Make it easy

With a digital time clock, clock-ins and clock-outs are recorded directly on a phone or tablet. Times can then be compared with the schedule and flow into payroll without manual work.
